Public Safety Rationale for Requiring Inmates to Use Toilet in the SO much in the Open?

What reason do prisons have for having bathroom facilities so out in the open (such as within a cell) where everyone can see the person doing his or her business? Especially for those that are incarcerated for something like a worthless check or some other non violent offense? How does one do the mental gymnastics of saying that having such a person degraded in such a manner benefits public safety? Also, in jails, the person, including many very low level offenses as stated, has not been convicted, so how is having this person defecate in front of whoever justified in any sort of rational and sane manner?
