Is it the only saudi govt.has authority to take care of holy places i.e Mecca and Madina not global muslim?

Yes thats right, currently only the saudi royal family is the custodian and caretaker of the holy cities, though for a long time now, countries like malaysia, brunei, tanzania and pakistan are asking for the rights of caretakership to rotate amongst muslim nations, which seems logical also.
