Living in Texas and receiving child support through Virginia ?

I 'm just wandering if this is legal?? My Husbands ex just recently moved to Texas fom Virginia Beach, and his child support is outrageous through VA. He also never gets to see his daughter and we have two kids together, and i'm at the moment drawing unemployment so does anybody know anything about this.? I just figured she would get more money through VA since its a Commonwealth state. but not sure.
